Marissa K. Flannery (Tohono O'odham Nation) joined the firm in 2000, and became a Partner of the firm in 2008. She works primarily in the firm's Health Law Practice Group, which includes monitoring and participating in the development of state and federal health care legislation and regulations, and counseling clients on compliance with Joint Commission standards and the Health Insurance Portability and Accountability Act (HIPAA). Ms. Flannery has also assisted clients in understanding the complexities of the Medicare and Medicaid requirements, including the physician self-referral laws (Stark I and II), and the antikickback laws. Ms. Flannery regularly navigates the Indian Health Care Improvement Act, the Indian Health Service regulations, and Indian Self-Determination Act contracts and compacts to assist Tribal health providers in making policy decisions and in drafting eligibility policies for both direct and contract health care services.
Outside the health law arena, Ms. Flannery frequently assists tribal clients with personnel disputes and with the development of employee handbooks. Ms. Flannery has also litigated on behalf of Tribes before state and federal courts, including the Alaska Supreme Court.
Ms. Flannery received her B.A. in American Studies with honors from Stanford University, and her J.D from Stanford University School of Law. Before joining the firm, Ms. Flannery worked as a legislative intern for the Mashantucket Pequot Tribal Nation, and was a summer law clerk for the Senate Committee on Indian Affairs and the National Indian Gaming Commission.
