Richard D. Monkman joined the firm in 2003 and became a partner in 2007. He represents Tribal organizations in all aspects of their health care operations, including Medicaid and Medicare compliance matters; negotiations and litigation with the Indian Health Service and other federal and state authorities; and medical employment, licensing and credentialing issues. Mr. Monkman advises on state and federal health care law, drafting and interpretation of medical staff bylaws, and accreditation. He frequently represents Tribes and Tribal organizations in health care related litigation.
Before joining the firm, Mr. Monkman served the State of Alaska as an Assistant Attorney General, Deputy Commissioner of Revenue, Deputy Commissioner of Commerce and Economic Development, and as outside counsel in the Tobacco Litigation. During his public service, Mr. Monkman represented the Alaska Public Offices Commission and the Alaska State Medical Board, and was Alaska's representative on the National Association of Attorneys General Antitrust Task Force.
Mr. Monkman is a member of the Alaska Bar Association, the Washington State Bar Association, the American Bar Association, the American Health Lawyers' Association and the Dartmouth Lawyers' Association. He has served on the Alaska Bar Association's Ethics Committee since 1990, and is chair of the Alaska Geographic Association.
Mr. Monkman graduated cum laude with honors in 1976 from Dartmouth College, where he was a William Jewett Tucker Fellow, and from Northeastern University School of Law in 1980, where he interned with the Native American Rights Fund. Bar and Court Admissions
